1. What the checker is actually testing
The checker runs in the browser. It adds columns. It does not download a county. A mailing address on a tax roll is where the owner told the county to send the bill, sometimes years ago. People move without updating it, send it to an accountant or a relative, or keep a home they do not occupy full time. The checker's own page says a PO box is held apart because owners who live at the property also use a PO box. A homestead or exemption "yes," when you know what your county's code means, keeps that row out of the candidate file even if the mail goes elsewhere, and the note says why.
Florida's homestead statute is cited on the checker page. Other states name owner-occupancy exemptions differently. Do not map a column you cannot read.
2. Build the list from records you have
This page does not claim that counties give owner lists away, and it does not inventory county fees. If you already have an export, the checker sorts it. The property owner guide is how a single address becomes a parcel ID, an owner line, and a mailing address. Skip tracing is the contact step after that. Locate Next reviews the contact, it does not invent the county file.
3. The resident is not the owner line
A people-search on the property address can return the person who lives there now. The owner you want is the grantee, or the person on the tax roll, and those can differ from the resident when the mail goes elsewhere. What a match proves says the provider's link is not the deed. You choose who is exported. Everyone else at the address stays visible with the connection the file shows, which is the review described on the home page.
If the owner line is an LLC, the resident is even less likely to be the filing. Use LLC owner lookup for the people the state record actually names, and remember a named role is not control. The wholesaler page and the land page are the neighboring workflows.
4. Outreach still has rules
An absentee flag is not permission to call. The law page maps the FTC Do Not Call answers, 47 CFR 64.1200, and CAN-SPAM. It does not clear a script. Mailing the tax address and dialing a matched mobile number are different acts under those sources. Absentee lists sit with the other workflows in skip tracing uses. A house with no one in it starts in finding the owner of a vacant house.
Common questions
What is an absentee owner?
On Locate Next, an owner row whose tax mailing address differs from the property address. The checker can also mark out-of-state mail, a PO box, a company, trust, or estate, and a homestead flag. None of those marks proves where the person lives.
Where do I get the list?
From a county export or another file you already have the right to use. This page does not offer a national absentee list, and it does not state what any county charges. The checker only sorts rows you upload, in the browser.
Why did the phone match name the tenant?
The search used the property address and returned someone linked to that address. Compare the name with the deed. Export the owner you confirm, not the resident by default.
